Two months after child found in road, report on incident incomplete
OZARK—No charges have been filed against an Ozark police sergeant’s sister whose two-year-old son was allegedly found sleeping in the middle of an Ozark roadway almost two months ago, according to authorities.
Dale County District Attorney Kirke Adams said he had yet to receive a report from the Dale County Department of Human Resources relating to the Sept. 1 incident where Cpl. Jessie Kellum was called to a residence after a child, who turned out to be his nephew, was found in the roadway at the intersection of Leatherwood Court and Bingham Street in the early morning.
Ozark Chief Tony Spivey suspended Kellum for five days and demoted him from sergeant to corporal after an internal investigation showed Kellum did not follow procedure and notify DHR.
Spivey said he then forwarded the case to the DHR office and Adams’ office to determine whether to press charges against the mother, whose name was not released.
Adams said as of this week, he had yet to receive a report from DHR concerning the incident.
“As far as I know, we’ve not gotten anything on this,” he said.

Thank you Velvet…I have a younger cousin who used to sleepwalk when he was about this little boy’s age…his mom and dad had a similar experience with him except, my cousin(the father) being a cop also, and not quite asleep himself after his shift, heard my baby cousin opening the back door to head outside and was fortunately able to stop him and get him back in bed…this was back in the late seventies when you could still leave your back screen door open and not have to worry so much about serial killers…but since they lived in a not so populated area, he could have wondered off into the woods and been eaten by a wild boar or one of the other lovely creatures y’all have in the woods down here in the Dirty South(sorry, couldn’t resist)...my point being is that with all the turmoil of illnesses and death’s that this family has been going through, I would think that this little boy’s emotional system is in overload, and this could have caused him to sleep walk out of the house…
And as far as DHR goes, there only interest is getting dollars from the state to fund their “foster care” system…they get money per head they get in the system…There are very few “workers” in that system who really give a c.r.a.p. about the children in that system…better to keep the government out of something if and when folks are able…do you really think that some over worked underpaid foster parent is what this child(or any child) needs?

I agree with patriot.gyrl65 on this one. My first thought was thanking god for having his hand on this child’s shoulder when nothing happened as it slept on the road. Then I wondered, did this child sleep walk or had someone tried to kidnap it. The officer made a mistake, like so many of us would when it comes to family
and he has been punished for it. He lost his rank. I have dealt with DHR in Dale county for years and tho it may take a while they have been there for me. So many personal attacks here toward each other… It’s a shame. It seems that everybody has lost touch with the subject of this article…The child. Maybe the mother is overwelmed and needs some HELP from DHR, sounds like the family is going thru some tough times right now. The Christmas season is almost here and maybe some brotherly/sisterly LOVE should begin. Just my opinion, and you know what they say about opinions don’t you?
dhr dont have anything ready because they are to busy collecting child support for people who failed to pay child support

Seems they have a different kind of morals than most folks. No doubt a family of irresponsible individuals.

I think that some have forgotten the story is a 2 y.o. sleeping in the street. Someone should also (such as DHR) be asking where were the parents. We are suppose to be responsible for our children, apparently that was not happening.Was the child frightened by something at home?
So sorry, my friend. You do not know this family. Their mother is in her 70-80’s and live out in the country in Ozark. I, too, have known this family all of my life. The children are all near my age. I just think you have the wrong family. I am talking about the police officer’s mother. And, the obit for his brother was in the Dothan Eagle. Go back and look. Just leave this family alone and let the authorities do their jobs. We certainly do not know all the facts. If you think what is printed in the newspaper is the whole story on anything, you are kidding yourself.
